Strange taskbar "click through" problem

I have the following problem with the taskbar when there are enough items to require toggling to a second set of icons for open applications and files. If I click on a one of the icons, I will frequently get the application or file that is "underneath" that icon that one would ordinarily have to toggle to. After this happens, I always get the right icon to click after I toggle back to the level of the taskbar that has the icon I want. The only other regularity I have noticed is the problem does not occur when the name associated with the icon flashes on the screen when I move the curser over it

Any thoughts would be greatly appreciated.
 
The only workaround is to reboot. Happens to many XP users. Good luck!
