Strange Message Attachments

An uninvited attachment appears on some incoming messages
and some of my outgoing messages such as: ATT000??.html
The question marks represent any number of numerical
combinations. What is this attachment and how do I get
rid of it?

I believe that is your email client transmitting the rich text (aka
html) version of your message. You can tell your email client to send
messages only in plaintext.

This means that you've very wisely set your email client (Outlook
Express, I presume?) to view messages in plain text, and that the
messages with these ATT000??.html were originally composed and sent to
you in an HTML format. The attachment is simply the way the message
would look in its original form. The presence of these attachments is
nothing to be concerned about, usually, although some HTML files can
contain malicious code; so it's best to simply delete any such
attachments that accompany messages from people you do not absolutely
trust to be virus-free.
