Strange issue with IE6 - Please help

I have a laptop running XP Pro SP2 and IE6. Here is the strange issue:
Without a browser open I can right-click on IE6 icon and go to Properties
Under the General Tab I go to Temporary Internet Settings then to Settings
If I click on View Files from here it opens a Window and I do not see any
files.

However, if I open a browser and perform the same procedure as above, I see
all my temporary internet files. If anyone has any ideas, please let me
know. It would be greatly appreciated.

I had someone else login and it did the same thing.

Had you used IE at all (even once) since booting when this occurs?

Tools | Internet Options | Advanced | Security | Empty Temporary Internet
Files when browser is closed (Checked?)
 
No. I can reboot and the only thing I open is IE6 and I get the same thing.
Also I can have someone else login and not open anything except the
Properties of IE6 and it will do the same thing.

Is the path in the Address bar the same in each case?
Have you tried Refreshing the display (e.g. by pressing F5)?
This would be a good alternative test after just opening the browser too.
E.g. if Refresh with no browser doesn't work but Refresh on the same window
with browser does work that would make your symptom description even more
distinct.

BTW it's not very well known but you can drill down to the TIF's implementing subdirectories
from that Address bar simply by appending \Content.IE5\ (and waiting for AutoComplete
to take over). See if you can do that in each case too.

Hmm... I just thought of something which might explain your symptom,
especially if the above Refresh tests don't work for you. Check to see if the
Explorer View is the same in each case. Perhaps the default View you are getting
is not appropriate for seeing files. BTW the view of the TIF is also affected by the fact
that the TIF is a "special folder". For example, notice the difference in view you see
if you start here:
%USERPROFILE%\Local Settings\Temporary Internet Files\Content.IE5
and then "Go Up" (e.g. press Alt-V,o.U)

FWIW the View for the TIF that I prefer is Details, Sorted by Last Accessed
(e.g. from that last display press Alt-V,D and Alt-V,I,Last Accessed)
In order to lock your preference for that view (or whichever other one you prefer)
you may have to close that window (e.g. click on the X box) while pressing a Ctrl- key.
