Strange Icon(Shortcut) on My Desktop

I have this shortcut on my desktop that keeps returning.
It has no name and no destination, and is called ~ .
At first I thought nothing of it, but it keeps returning
after I've deleted it. Then I saw this exact same shortcut
on someone elses PC. He didn't know what it was either.
Please help me solve this.
 
Just delete it.

Its from your address book, this subject was posted thousands of times on a
lot of groups.

Told Microsoft knows about this problem, seems they never fixed it yet.
 
R u Sure? i thought it was from some spyware program. My computer is spyware
free and I dont get that icon from using the address book.
