Strange icon on desktop

After opening the outlook express address book this
windows type icon with ~ below it appears on the desktop.
Does anyone know what it is?
 
Hi, beraghguy.

It's a bug in the OE program. When you edit the address book, the program
backs it up first for safety. When finished, it forgets to delete the
temporary file named "~". Just delete that file each time it happens. A
fix is in the works and may already be available at Windows Update.
