Strange GPO issue

Our "User Configuration"/"Administrative Templates" are showing up in
foreign languages and we can not decipher them. Strangely it is only this
portion of the group policy. The "MachineConfiguration" is completely fine
and the remainder of the "User Configuration" is fine, in plain English.Has
anyone ever seen this? How can I fix it. I have a screen shot of it if that
helps. I attached a screen shot. Ant ideas how I can undo this?
 
Does this happens to a particular GPO, or a particular machine, or dose this
happens on multiple machines while open multiple polices?
