I'm running XP home version. For about the past month I've been getting
this extra icon that just shows up on my desktop. If I delete it, it comes
back in about a week. It looks like a picture of a windows file and it has
a little laying down "s" under it. I have no idea what this is or why I'm
getting it. If I try to open it I get a message that Windows cannot open
this file. If I right click on it and click on properties, it tells me it
is a file and the description is that little reclined s. The location is my
C drive and the size is 178 KB. Under attributes, archive is checked. I
recently switched from dial up to DSL. Could that have something to do with
it. What is this and how can I get rid of it once and for all?

This file shows up, usually, when you've made changes to your Outlook
Express address book, and is a bug. MS is aware of it, and is working on a
fix. Reboot the computer, don't open OE or the Address Book, and you should
be able to delete the file.

The tilde is a result of the MS hotfix:
