strange Defrag behavior

My 30GB NTFS harddisk needs defragmentation badly. Free space is reported as
54 percent.
Starting deframentation, Defrag informs me that there is only -0- percent
available for use.
It then suggests to offload some files to make room. Since this is a systems
disk ( C:\ ) and contains mostly Programs, I have no clue what to unload.
What is causing the discrepancy between -free space- and -space- Defrag can
use
and how can this situation be corrected?

Run disk check (fix file system errors and scan for bad sectors) first
to have discrepancy fixed between usage and free space.

Thanks John,
I ran chkdsk C: /V /F, which was executed upon reboot. I saw a message at
the completion about on adjustment being made to the file table, but could
not read the entire message before it disappeared.
Anyway, Defrag still shows -0- freespace, so nothing was fixed.
Any ideas?
