strange boot up problems

PIII-450, 256 RAM, scsi 160 hard drive, windows xp home ed.
Very strange boot up problems, that I can make no sense of.
First:
On first boot (cold) the monitor shows nothing on the
screen,the screen is black, until it gets to the welcome
screen. Then, it enters windows normally. Not a real
problem, but why?
second:
When rebooting: shutdown/restart, the computer then
restarts normally, shows everything (ram check, and
everything else that would normally show)gets to the
welcome window, stalls, and monitor goes blank. It does
not boot into windows, but just hangs.Then, inorder to get
into window, it needs to be rebooted, brought into safe
mode, nothing needs to be done there, then reboot from
within windows shutdown/restart option, and boots into
windows normally. What can possibly be causing this? I
have reinstalled windows to see if it would change, but it
has not. Any ideas? Any suggestions?

Hi,

Check your video cable on both end to make sure that they
haven't worked loose.
