Strange Application Slows Normal Boot

When booting my computer, it takes 2 to 3 MINUTES to
become responsive, then displays the ERROR popup:

"NT On-Access Scanner service has encountered a problem
and needs to close..." The error signature reads:
szAppName: szAppVer: 0.0.0.0 szModName: KERNEL32.dll
szModVer: 5.1.2600.1106 offset: 00013887

OK, I admit this verbage is beyond my current skills set
but the "NT" is bothersome since my OS is Windows XP Home
and I have no idea what the On-Access Scanner is, if I
need it, or how to turn it off if I don't need it.

Suggestions?
