storing emails to one network location

We are a small company that have a network but no server. We are running WinXP, Win2000 and Win98 and OUtlook97,2000 & 2003. We want to store certain clients emails to one location on a single pc. Is it possible to open a new PST file on one machine that we can all access and store emails. At the moment only one person can access this PST at a time which requires set times each day for each person. We would like to be able to all access at any time. Currently the ability to share folders is greyed out and requests under help file installing and using Exchange server - is this the only way for each person or can you provide a simpler solution. thx
