They are both Personal Folders, one is simply named Archive (By default)
And depending on version of Outllook there maybe size limitations to the
Personal Folders, which also would apply to any Archive

Pros and Cons of storing email in personal folders vs. archive folders?

It's not an either-or situaton. Archive folders ARE PSTs. If ou're using
Outlook 2003/2007, there's less reason to use archive PSTs extensively.
That said, I prefer to manually move my messages to as to keep them
organized as I want them.

Pros and Cons of storing email in personal folders vs. archive folders?

If you use Archive it will create a duplicate of your Inbox. So you
organize your Inbox as you like and when it archives it will create a
duplicate Folder Structure in your Archive folder. Any emails within
the Archive time frame will be moved to the Archive. Folders will be
created if an email is moved or not. I had one client that had such
massive email that she kept losing space on the Exchange Server so
Archive, which can be automatic worked well for her. So it would
depend on your own preference. Backing up emails can be quite
extensive depending on needs. It proves to be more application
specific.
