I'd like to edit the stored password/usernames for several web sites.

Where does WinXP Home keep them?

Are they editable and/or removable?

Editable - no, removable - yes
Rightclick IE (Internet Explorer)>Properties>Content tab>AutoComplete

It looks like an all or nothing "delete". Is that right? I didn't want to
click the button and find out laater.

What is your browser? With Firefox there is a password manager that allows
you to deal with one password at a time, rather than losing them all you can
remove as many or as few as you want.
But, it does acts the same way as autocomplete..removing it does not remove
the password from the web site, it just no longer remembers it when you want
to log-in.
To change the user name and passwords for web sites, you'd need to go to
that website and see if there is an option there for changing those.
XP, or your browser only remembers them for you, they have nothing to do
with creating, or changing them for websites.

Look at the product AI Roboform. When you install the product, it asks you
if you want to import Windows Passwords for all web-sites. Once you import
the information, you can open RoboForm and actually look at the Username and
Passwords.

It allows you to edit them as well ... in clear text.

It's a pretty good product for the money. The free version allows storage
of 10 accounts, the paid version unlimited.
