Stopping users from IMing contacts outside of my network

I have a network with about 100 machines on it. Some of
the new machines run Windows XP and have messenger 4.7
installed on them. I want to keep the messenging service
installed on the machines, but I only want users to be
able to IM other people on our domain. How do I do
this?
 
I am using Exchange IM Server. Sorry for leaving that
out. Since this is the case, how can I go about
restricting access to only internal. Can I set it up so
that all accounts can only contact users that are listed
in the GAL?

Although there are registry keys that you can set to
restrict Windows Messenger to use an
Exchange IM Server or SIP-based Communications Service
(which I assume you're not using,
since you didn't mention it), there is no way to
restrict the use of Messenger to just
internally if you're using the public .NET Messenger
Service. All messages go to and from
the public Messenger servers, so it's nearly impossible
to make this type of restriction.
