Stopping SysTray Balloon Pop-ups

How do I stop the automatic balloon pop ups that ask me if I
want to update, check the status of this or that, let me
know (without me asking) the strength of my WiFi, and so forth.

"You can disable the balloons by modifying the XP registry. We decided to
write a pair of REG files to turn the balloons on and off. To create the REG
files, run Notepad and enter the code shown below. (Note: where you see
PRESS ENTER HERE, press Enter. Please don't type in PRESS ENTER HERE.)

(or YES) in the two dialog boxes that will appear. Restart the computer and
you will not get the balloon help any longer. To get the help back, run
Balloon_on.reg and restart the computer again."
