stopping sound on persons profile

IN XP 64 bit 2003 server is it possible to not allow sound to be heard in the
settings in somesone`s profile ie to stop a student on a network always
listening to music if it is can someone tell me how to do this

There's no such thing as "XP 64 bit 2003 server," so you'll get better
assistance if you tell us what operating system you're really using.
