Stopping access to command prompt

Access to the command prompt through the windows menu is
disabled through GPO but students are still able to create
shortcuts in Explorer to the command prompt, any ideas how
I can prevent this ?
 
How about permission on cmd.exe?

Students -- Deny_All (or change the way you grant the permissions.
