Stop users from deleting history

Hello,

Is there a way to stop non administrative users from deleting brower
history on workstations.

You can use the registry to put in restrictions on IE. You can just block
the History area of the general tab in Internet Options:

You can remove the general tab altogether:

And you can make your IE restrictions a per-machine, instead of per-user:
