stop my computer dialling

Can anybody tell me how can I stop my computer dialling
when I am not connected to internet? Every time I
disconnect my computer from internet it keeps dialling non
stop. It is really annoying and I do not know what to do
to stop it.
 
I would look at internet explorer tools then options then
connection and make sure it is not set to dial whenever a
internet connection is not present.
