Is there a way to prevent a computer from getting an IP assignment
from DHCP by MAC address?

Easiest way to do this is to setup a separate scope on your DHCP server with
only 1 address (or a range of addresses and exclude all but one, in case you
need to repear this process for another MAC address). This separate scope
should be a private IP address range which is completely non-routeable on
your network, so if you are using 192.168.0.0 then use, say 10.0.0.0. Then
create a reservation in the scope for your specific MAC address. This way
the card associated with that MAC address will pickup a DHCP address which
is effectively useless. Note that you don't want any active, non-reserved
addresses in the 2nd scope or a legitimate client will pick an invalid
address up.
