stop favorites from minimizing whole list?

how do you stop the favorites pull down menu from
minimizing the list to just the recently used ones? this
is highly irritating. i understand that can be changed in
the internet options, but i cant seem to find it

Go to IE tools, internet options, advanced and turn off "Enable Personalized
Favorites Menu"

Tools \ Internet Options \ advanced tab
Uncheck "enable personalized favorites"
Apply and okay your way out
