Stop DHCP Service

If we want to stop / pause the DHCP Service, we should
choose the scope or the Server ?

This is because it seems that we are able to stop the
scope (Status is "Inactive") BUT unable to stop the server
(Status is "Running").

Are we correct ?
 
Right-click on Server, --> All Tasks ---> Stop

Or

Go to the "Services" applet in Control Panel. Stop it there.
