Stop auto dialing!

How do I stop XP dialing up my 56K modem and the internet when I open OE 6
(html e-mail showing) and Internet Explorer 6.

Just reformated my XP pro system and it didn't do it before.

Open Interne tExplorer and goto Tools>>Internet
Opitions>>Connections Tab>>Then click "Never Dial A
Connection"
 
That's the first thing I tried.

Even selected another option and gone back to never dial a connection and it
still does it.
