STOP 0xC000021A error - off a fresh install

Hello,

I have a windows XP home editon CD that came with my dell
computer. I have been encountering a problem with I am
guessing msgina.dll. Sometimes, when I start my computer,
the logon screen comes up, but then the computer will just
restart. I disabled restart after system error, and got
this message.

STOP: c000021a {Fatal System Error}
The Windows Logon Process system process terminated
unexpectedly with a status of 0xc0000034 (0x00000000
0x0000000)
The system has been shutdown.

I read the article

us;156669 and followed the steps but found no solution.

I reformatted the hard drive, and reinstalled windows
fresh off the cd. And I encountered the same problem. I
did not install anything, or use windows update. If anyone
knows anything that might remedy my situation, please
respond. I have tried installing SP1+2, but it doesnt even
let me get to the login screen without the system
restarting. It seems odd to me because it was off a fresh
install off an OEM cd.

Im pretty knowledgeable, A+ certified, but I am not
getting what is wrong with this.

It doesn't look good. 21a is near the bottom.This will tell you what is
happening but doesn't really tell you how to fix it.
