I have gotten this message after loading SP4 for win 2k
professional. It only restarts the operation system in a
loop. It will not allow me to repair or re-install.

Any thoughts

Did you try to add new hardware to your system? Be more specific.
It could also indicate that you have a corrupted NTFS volume.
 
Faulty hardware, antivirus software, can generate this type of error.
try disabling antivirus software.Also if u have added any new hardware try
disabling it and see if u still et same error.
 
Also, you can boot into recovery console, browse to the
$NTServicePackUninstall$ directory, then the spuninst folder and run batch
spuninst.bat to manually remove the service pack and become bootable again.
