Tried double clicking it directly? Nothing happens? Error message? Tried replacing it from CD? Of course, may be more complicated prob than that, associated .dll files etc, but it's something to try. Scanning needs SP1 to work correctly in XP. Windows update is always a good idea. You really need to do all of the critical updates. Windows XP may need the ASPI layer installed.
