When I shut down XP, there is still power to my keyboard (Microsoft
Multimedia). Is this normal, or is there a way of getting XP to shut off
the power to my keyboard?

I used to have a similar problem with my optical wheel mouse. The light
would remain on after XP shutdown. But then I found Knowledge Base Article
325975 which suggested using a USB port instead of a mouse PS/2 port, and
that did the trick. But I don't have that option with the keyboard.

the power to your keyboard issue is due to your atx power supply not windows

atx power supply's and atx motherboards stay "hot" even after shut down. this means that power is still running through your mobo and out to the keyboard. the only way to prevent this is to unplug the cord or, if your psu has one, flip the power switch on the psu after shutdown is complete
