Still no web tab for active desktop

I tried this suggestion yesterday, but still no web tab.

Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersio
n\Policies\Explore
r

Look in the right pane for values called NoActiveDesktop
and
NoActiveDesktopChanges. If found, they should be set to
0. If not, then
double click each entry and set it to 0. If they don't
exist, right click
in the right pane, select New, DWord value and name them
as above. Leave
them at 0.

I like to use the web tab to set up my desktop, but I
have one computer that the entire Web tab is gone, so I
have no way of putting web content on my desktop. I've
updated my video drivers, put all the patches and fixes
on, but its just not there.
