Still Image

Hi. I am trying to create a movie that can be played on TV screen (DVD format).

I am currently working on creating still images.
Do I have to consider tv screen safety area (about 10 percent from the edge
of pictures) when I create still images?
I am referring to this site:

Also, what is the best size to fill the screen? I do not want to have any
distortion in my still images. Can I create them with the size 720X540 or the
images have to be shrink into 720x480???

I would appreciate if if somebody can answer to this question.

Yes, work on an overscan area.
I make my pictures 4.3 sized, and here is some more info, check the link
