Still cannot resolve error on test email account settings

I have Office 2003 standard running on MCE 2005. I use 56k dial up modem to
connect to internet. I set my pop3 email account to use phone line to
connect to server(when installed it always defaults to LAN so I always
change). I use word as email editor. I have tried contacting my local ISP
about this but they say that they have no idea how to setup Outlook, only
Outlook express--and the standard of "contact Microsoft" reply.

All tests are fine except the test account message. Should I not have
changed the internet connection settings to phone line from LAN? I have
built in LAN port but it is not connected to anything at this time.

Could using Word as email editor affect the test email settings?

Any ideas on resolving this would greatly be appreciated. I think the issue
is affecting other things since I have messages in event manager that my
userenv is not closing and releasing the classes file whenever I shut down
my PC.
 
It would help us a lot if you'd describe the error.
