Sticky threads & moderators permissions?

I'm just getting my first FP web up and running. (fp 2003) How do I make
threads sticky and how do I grant moderator permissons to others?
 
Unfortunately, you don't. The FrontPage discussion web is very, very
simplistic and hasn't changed much since it was introduced in the mid 90's,
before lots of the features we see now were even available. You may want to
see if your host offers their own discussion or forum scripts. If they
don't, find out what server-side scripting they support such as PHP or ASP
and then peruse the web for freeware forums that will meet the technical
requirements of your host.
