sti.dll is missing

I am installing a scanner driver to the eXP image. During the installation,
the system prompts me that sti.dll cannot be found.

I look up sti.dll at google and know that Sti.dll is a stub that
communicates with the WIA service.

What components I need to add, so that the eXP image will include sti.dll?

That file exists in the Windows Image Acquisition Core component. You can
find components that own files by creating a filter in Target Design.
