Step-by-Step on how to desecure a database

Hi, could someone be so kind as to help me with Step by
step on how to desecure a database. I have a database
that is already in a secure folder, but the MSAccess
security is just not working. Plus I do not have enough
guru's where I am employed to get help to fix it.

Get a copy of the Security FAQ (there is a link to it on the Security page
of my website), read it through several times, and follow it to the letter.
If you miss any steps you will fail to completely secure your database. I
also have a list of the required steps on the security page of my website,
but that should only be a reference and not a replacement for the Security
FAQ.

not secure.
