Steam again

Am I doing something wrong ? Have I missed a setting ? Every time I restart my PC Steam updates, and it takes up to 10 minutes for the update

Try the usual, close Steam, deleting the clientyregistry.blob file, Restart Steam.

Are you opted into the beta releases?
