Stationery and signature

Hi, I have created a stationery file to be used as a footer. The file is created with Dreamweaver MX. When I apply this file as the message stationery, the signature appears below it. Does anyone know of a reason for this?

Using Windows XP Professional; Microsoft Office Outlook 2003, fully patched.
