Static (locked) roaming profile

We have a lot of volunteers come through and I want to have them all use a
profile that doesn't update - as opposed to regular users whose profiles
update whenever they log off. I have tried making a second group policy with
the option to prevent changes from propegating to the server enabled and then
I adjusted the security filter to apply only to the DataEntry account.
Unfortunately changes still propegate. The server is 2003 with all updates
installed and I'm running the newer Group Policy Management software that
Microsoft has made available. Any ideas?

Create a Mandatory profile on the server, one that ends in .man instead of .dat.

OR

Make their profile a member of "Domain Guests"
