Static IP

Hit Start, open Help & Support.
Enter "static IP" into the search box and search.
The first hit will help you.
 
Go into Control Panel and doulble click on Network
Connections. Right mouse button on Local Area Connection
and pick properties. In the properties dialog box
highlight Internet Protocol(TCP/IP) and pick properties.
Click on use the following address and then enter your IP
number and subnet mask.

You can find a lot of this in the XP help screens.
