static ip but 0.0.0.0

We have win 2k machine. We set an static ip of 15.15.15.1
then we power off the machine and PC is connected to a
HUB. When HUB is powered off when the PC booting up, after
win 2k starts we power on the HUB but ipconfig gives we
have 0.0.0.0 as an ip address. We use AMD PCNET and we
have a dial up network connection configured also.

You probably can't use it!
What are you trying to do with this computer? If you are just trying
to get it on the net, then your ISP should have given you an IP
address to use. If you are trying to use it in a networking
environment than an address of 192.168.0.*** would be better.
What is your hub connected to? If it goes to a router than you can
either use DHCP or a fixed IP address. Depends on how your router is
set up. You CANNOT go straight from a hub to the internet! A hub needs
something to tell it how to handle the computers plugged into it. I
guess if each computer had its own IP address from the ISP than maybe
just a hub could work. But basically hub's are stupid pass thru
devices that only do what you tell them.
Just picking an IP address is NOT a good idea because if you actually
got it to work, HP, in this case, would put your small company out of
business with lawsuits!

It is connected to HUB with an embedded PC. So there is no server in
the network. The problem disappears when I change ethernet drivers
parameters e.g. dublex mode or we reboot the machine with HUB is on.
