I have gone into Run and then msconfig and msconfig.exe and unchecked items
I don't want to start up when I boot. When I reboot, I get a message asking
if I want to start up in Utility or normal. When I select Normal Start Up,
these items are checked again and appear when I reboot.

How do I get rid of these items permanently in a normal startup?
 
Normal Startup - load all device drivers and services.

Click the other option. Also select "Don't warn me".
