I currently have 16 programs that startup when Xp boots and they all
have their icons in the system tray.
Some start from a shortcut in the startup folder and some start from
entries in the registry.
I have noticed that they do not necessarily start in the same order on
successive bootups of the computer.
Is there a program that I can use to control the order of the startups
and even prevent certain startups if I wish.

I am asking this because I have a conflict of some sort between two
programs when the computer boots up and begins to run all the startup
programs but there is no conflict if I start them manually after the
computer is fully booted.

Startup Delayer

This does exactly what you ask for. I use it and love it.

I use WinPatrol to disable program startups.

(BTW I presume you know that you can reduce the clutter in the systray by
right-clicking on the and selecting "Customize" to hide some of the icons).

Interesting suggestion. Question for you: Does it allow you to
completely prevent startup of an app or only delay?

Me too, but the OP was asking for a "boot-sequence-manager" rather than
a "start-up program manager", and these don't (AFAIK) do that.

Incidentally, Mike Lin's companion program of "StartUp Monitor" has
saved me a lot of time over the years -- it flags up whenever a program
tries to install a start-up registry entry, so you can kill it before
it even gets into the boot sequence.

A big thumbs down from me for the Startup Delayer program.

I installed it, used it, and then deinstalled it, but StartupDelayer did
NOT undo the changes it made, and this caused me a real headache. When
I attempted to back out the Startup Delay changes, it put the Command
Line argument for the Startup programs in quotes when it initially was
not in quotes, and this caused all sorts of sundry problems.

Clarification on request.

Th eproblem I had with it is that if you place an app to start, say, 120
seconds after the last app has been applied, it refuses to start it.
