Startup/Shutdown Problem

This is a hardware problem . . . not a windows problem.

When I shutdown my computer (new mobo - Epox 8RDA3+) it stutters -- it acts
like it's switching between turning off and starting. The fans spin up a
little, then spin down, then spin back up . . . oscillating once a second or
so. I have to pull the power cord to stop this and when I plug it back in
the problem reoccures and the computer won't startup. If I keep plugging in
and out it eventually will cease and I can start the computer.

I'm thinking this is a mobo problem. All my hardware is the same and when I
swap my old mobo back in the problem dissappears. But could it be a BIOS
annomoly??

Wow. That's a new one for me. Heck, it could even be your power supply.
The only thing I can think to try is to powerup with MBC (minimum bootable
configuration) and see if your startup/shutdown problem disappears. To
powerup with MBC, unplug all of your
drives, remove all PCI cards, and unplug your keyboard & mouse. The only
thing you should have left is: motherboard (with RAM, processor, heatsink &
fan) and video card (with attached monitor).
Now, try powering up. Don't worry, you will undoubtedly get errors in the
form of beeps or text during the boot process. And, the boot process will
halt or stop almost immediately. The point of this is to determine if you
can start the boot process normally. If so, then you know one of the
components you unplugged or removed is the culprit. If not, then you know
that either your motherboard, RAM, processor, power supply, or video card is
to blame. At
least you will have narrowed it down. If everything is OK with MBC, start
plugging things back in
(one at a time) until you find your problem hardware. Oh yeah, to power down
from MBC, push
(and hold) your power button until the system turns off. This could take 4-8
seconds.

Post back and let us know what happens,

unplug the floppy from the power and see if it stops....this is an exact
problem i had 1 week ago.
