Startup Programs not starting with RDP

I am having a weird issue.
I have a client that when he connects remotely, the programs listed in his
start up programs do not start.

It may happen 3 days out of 5. He connects daily remotely and then a little
later in the day heads into the office.

I have removed and readded the programs. Switched the order of loading,
tried only having one, then two and then all three programs load, all to no
avail.

Anyone have any ideas where I can look next. There is lots of documentation
on how to stop programs from loading in Startup but not how to keep it going.

Does he properly logoff each time he leaves a session?

If the user only closes a remote desktop connection, or clicks on
"Disconnect", the session stays as it is and the user simply connects to the
same session next time he accesses remotely. This will not run any startup
programs since the session was already there.

Yes, the user assures me that he does a log off and not just an x out or
disconnect. It is very strange.
