Startup programs keep Windows from starting

A program in that lauches automamtically when Windows XP starts keeps the OS
from starting up and I don't know how to fix this problem. If a program keeps
launching at startup that's the problem, how can I determine if is?

I am in trouble with my computer because of troubleshooting your suggestion!
I went to Run, then entered msconfig and then the System Configuration
Utility came up and I selected the Selective Startup and then I deselected
the Process System.ini file, the Process Win.in files and the Load System
services files and then logged off the computer. I can't get my computer back
to the right settings. When I booted it up, it wouldn't go on the INternet. I
tried System Restore several times but it didn't restore my settings to a
different time so I finally gave up on it. I got the computer into Safe Mode
but the Help and Support wouldn't work and it won't work now. I got the
computer back on the Internet with the ATTSBC Modem CD, but there are some
things that aren't the same as they were. The TaskBar is now offwhite instead
of blue and the Help and Support menu won't open and I'm getting an error
message that says "Windows cannot open Help and Support because a system
service is not running. To fix this service, start the service named 'Help
and Support'." I tried many times to reboot and then I finally got my
computer back on the Internet and finally could look up stuff to fix any of
these problems. What exactly went wrong? I think I will never try that
msconfig ever again.

You didn't do what DL suggested. Your problems are a direct result of
you doing something completely different. DL suggested that you start in
Safe Mode and you tinkered with your Startup processes in the System
Configuration Utility.

At this point, there is no way that people reading about your computer
in a newsgroup can begin to guess what the computer's state is. Take the
machine to a professional computer repair shop (not your local version
of BigStoreUSA) so someone skilled can see what the situation is.
