Somehow a program has installed itself in my windows
startup folder that seems to redirect my internet
explorer and installs a bunch of unwanted links in my
favorites folder.

When I try to delete the offending program from the
startup folder, I am unable to do so with an error box
that says "Program being used".

How do I kill this invader?

Try dragging it from the startup folder onto the desktop,
reboot so it's not running then delete it but first check
the add/remove programs to see if it can be uninstalled.

Th following worked for me but I don't know if this is
the official line try to disable it by using msconfig, go
to run, type in msconfig and click on the start up tab
uncheck the box of the offending items and then restart
you should then be able to detaete these items
