startup problem: winsrv could not be found

when i attempt to start up windows message appears on a blue screen saying:

"STOP: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was not found.
Re-installing the application may fix this problem"

I researched this problem on a website through google but the solution given
required me to get into windows, which i cannot do in any mode. I just can't
get past the startup sequence, even in safe mode or other formats

Please help me with this problem, I am currently using another computer to
post this message
