The only free startup managers I can find just lists programs, is their one
about that can also enable/disable XP's services?

XP's services are enabled/disabled using "administrative tools".

Go to: Control Panel -> Administrative Tools -> Services.
You can enable/disable XP's services there.

Great application along with StartupMonitor but does not include
services.

Actually, it does include a services tab. This is only seen on non NT
systems though. As has been pointed out, XP has its own services
control panal.
