The best is go to Start right click on My Computer >> Manage >> Services and
Applications >> Services

XP's services are enabled/disabled using "administrative tools".
Go to: Control Panel -> Administrative Tools -> Services.
You can enable/disable XP's services there.

Actually, it does include a services tab. This is only seen on non NT
systems though. As has been pointed out, XP has its own services
control panal.
