Startup Item Not Being Processed

Hi. I just added a program to the Startup menu but
it doesn't run. The item doesn't appear in the System
Configuration Utility's Startup tab.
I've disabled my internet security software with the
same results.

Any help will be appreciated.

What kind of program is it? How have you added it to the startup menu?

The program is Outlook. First, I dragged and
dropped it into the Startup folder. When that
didn't work I went the long route and went to
the Star Menu properties.... and browsed for
the file which is outlook.exe.

Try adding this command to the Startup menu:

"C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /recycle

I got it to run but I had to create a new string value in the
Run section of the registry. Still don't know why shortcuts
don't work from the startup menu.
 
Shortcuts in the Startup folders do not run at Windows startup

If that doesn't work, try this tip from Rock MS MVP Windows - Shell/User.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Universal Plug and Play Device Host service
| If started, click stop the button | Set Startup type to Disabled | Click
Apply | Click OK |
Scroll down to and double click SSDP Discovery service |
If started, click stop the button | Set Startup type to Disabled | Click
Apply | Click OK | Close Services | Reboot
