The Windows XP installation CD is also a "startup disk" or ERD
and contains the tools necessary to perform repairs.

Carel has answered your question, but I wanted to add the
following caveat: if your drive is NTFS, and you boot from a
startup floppy, you won't be able to see your hard drive (at
least not without special software) and the startup floppy will
be nearly useless.
