and contains the tools necessary to perform repairs.

You'll need to give us a better idea of just what you want to do.

Normally, you don't need a startup disk: just boot from the WinXP CD-ROM.
If you want an MS-DOS boot floppy, right-click on the icon for Drive A:,
choose format, and choose to make a boot floppy; note that this will boot
into MS-DOS, NOT into WinXP. If you want a floppy that will bypass the
"system files" usually on Drive C: and boot WinXP from wherever the "boot
folder" resides, then you'll need to create that floppy with NTLDR,
NTDETECT.COM and boot.ini on it.
