Startup - Allow full menus -

I've followed instructions in an exercise to Tools > Startup > Allow Full
menus
So I unchecked it to see how it worked.
Sure enough, limited toolbar. No View and no Tools.
Now I can't get it back to how it was.
I have checked out just about EVERYTHING related to 'startup', 'full menus'
and it all tells you to go to Tools, etc to check or uncheck 'Allow full
Menus'. But if the Tools menu is not there how can you do it?
I've gone to customise to see there but still no View or Tools.
Now I feel really stupid. But also very annoyed that the 'Help' was no help
at all!!

Hold shift while you open the file.
